Rey Waters
One of the top three night view spots in Japan. It is especially beautiful if you get there just as the sun is setting to watch the various buildings light up.

Really great place in a great city! The view at night is amazing, but if you are unlucky and it's cloudy you really can't see anything at all, so be aware! I went up with the ropeway but I think you can also use a bus or just walk. There is also a restaurant, more expensive than the usual restaurants but that is to expected at a special location like that and you can sit right next to a huge glass-window and enjoy the view. As one of the top spots in Hakodate, it is very crowded with tourists, so you have to stand in line to get a picture at the best spots at nightfall.
